Applications for Peterborough City Council’s Additional Licensing Scheme open 26/01/2026

Additional Licensing comes into effect in Peterborough on 26 January 2026. Landlords operating houses in multiple occupation (HMOs), within the administrative area of Peterborough that are not covered by Mandatory HMO Licensing will be required to obtain an Additional Licence. An additional licence is required by landlords who rent a property to three or four people who are not all related, and they share a toilet, bathroom, or kitchen. Important: It is an offence to operate, manage, or control a property that requires an Additional Licence without holding a valid licence or without having submitted a duly made application. It is also an offence for an agent to continue to manage a property without the correct licence. Agents with clients in Peterborough must register with Home Safe before 26 January to be added to applications. Agents can register from 2 January.

Peterborough City Council’s Additional Licensing Scheme

On 15 October 2025, Peterborough City Council formally designated a city-wide Additional Licensing Scheme, which will come into force on 26 January 2026 and remain in effect until 25 January 2031.

The scheme will apply to certain Houses in Multiple Occupation (HMOs) that are not already covered by Mandatory HMO Licensing, across the administrative area of Peterborough.

Landlords will need an Additional HMO Licence if they rent a property to:

  • - Three or four people who are not all related, and
  • - All or some of them share a toilet, bathroom, or kitchen.

Freeholders will require an Additional Section 257 HMO Licence for:

  • - A property that has been converted into self-contained flats,
  • - Where the conversion does not meet 1991 Building Regulations standards, and
  • - More than a third of the flats are let on shorthold tenancy agreements.

Note: If you already hold a licence under Peterborough City Council’s Selective Licensing Scheme, you will be contacted by Home Safe to passport your existing licence into an Additional Licence.

Agent Registration

Many landlords appoint letting or managing agents to act on their behalf during the application process and in meeting compliance duties.

All agents with clients in the city of Peterborough must register with Home Safe by 26 January 2026 to allow landlords to add their agent to licence applications, Agent registration for Peterborough’s Additional Licensing Scheme will open on 2 January 2026.

If you are an agent that has already registered with Home Safe, you do not need to register again.

How to Apply for an Additional Licence

To apply for a licence you must submit an application via Home Safe. Please check the FAQ's below to ensure you are the right person applying for a licence and for further information in regards to submitting your application.

Before you can apply for a licence, you must first register as an Applicant. This allows us to verify your identity before you begin adding properties and submitting licence applications.

As part of the registration process, you’ll need to provide proof of your identity and address. A link to register and apply will appear here on 26 January.

Step 2: Add your Property

Once you’ve registered, you can log in to the portal and add the details of the property or properties you wish to licence.

For each property, you’ll need to provide information on ownership status, management arrangements, compliance and certification (with supporting evidence), occupancy status, and complete the required declarations. You will then be able to make payment for the Part A fee and submit your application.
