Apply for a Licence Under Reading Borough Council’s Additional Licensing Scheme

Additional Licensing came into force in Reading on 1 March 2026. Landlords operating houses in multiple occupation (HMOs) within the administrative area of Reading that are not covered by Mandatory HMO Licensing are required to obtain an Additional Licence. It is an offence to operate, manage, or control a property that requires an Additional Licence without a valid licence in place or without a duly made application being submitted. For the avoidance of doubt, this also applies to agents. Agents with clients operating in Reading must register with Home Safe to be added to applications.

Reading Borough Council’s Additional Licensing Scheme

On 17 November 2025, Reading Borough Council formally designated a district-wide Additional Licensing Scheme, which will be in force on 1 March 2026 and remain in force until 28 February 2031.

The scheme applies to certain Houses in Multiple Occupation (HMOs) that are not already covered by Mandatory HMO Licensing, within the entire area of the district of Reading Borough Council.

Landlords are required to have an Additional HMO Licence if they let a property which is occupied by 3 or more persons comprising of 2 or more households. This is irrespective of the number of storeys. This also includes single storey flats and two, three or more storey properties.

Agent Registration

Many landlords appoint letting or managing agents to act on their behalf during the application process and in meeting compliance duties.

All agents with clients operating in Reading must register with Home Safe from 1 March 2026 to allow landlords to add their agent to licence applications. Agent registration for Reading’s Additional Licensing Scheme opened on 1 February 2026.

Once you’ve registered, you can log in to the portal and add the details of the property or properties you wish to licence.

For each property, you’ll need to provide information on ownership status, management arrangements, compliance and certification (with supporting evidence), occupancy status, and complete the required declarations. You will then be able to make payment for the Part A fee and submit your application.
