Council consults on role in private rented sector enforcement including criminal record checks for HMO licence applicants
Cornwall Council is running a public consultation (which closes on 27th May 2022) on how it enforces against private rented sector landlords as it looks to update its Private Sector Housing Enforcement Policy. The council particularly wants the views of private tenants, landlords and letting agents as well as tenant associations and landlord associations but also views from providers of social and student accommodation.
The draft enforcement policy update includes plans to require criminal record checks on HMO licence applicants; plans on how the council will regulate private rented houses that fail to meet minimum energy efficiency standards; how the council will discharge its responsibilities for issuing different types of penalty notice and changes to the licensed HMO amenity standard.
