Landlord of unlicensed HMO fined £5000 by Haringey Council

A landlord in Haringey, north London, has been fined £5000 after receiving but ignoring repeated warnings that he was required to obtain a licence to continue operating and letting out an HMO in the borough. Although the landlord appealed the fine in the First Tier Tribunal, the Tribunal upheld the fine. Haringey council has referred the landlord's tenants to a tenancy advocacy organisation so that they can be supported in their claim for a rent repayment order to be made against the landlord.

Cllr. John Bevan (Cabinet member for Planning, Licensing and Housing Services at Haringey Council) said "Our HMO licensing scheme is in place to improve conditions in the private rented sector, and to protect tenants from exploitation ....... As this case shows, we are enforcing the scheme diligently and will take action against landlords who refuse [to] comply, while also supporting renters to uphold their rights."
