A Burnley landlord has pleaded guilty to 4 counts of being "a person managing a house .... required to be licensed under Part 3 of the Housing Act 2004, but which was not so licensed". He was fined £440 on each count and required to pay £1000 in costs.

Burnley Council's Executive Member for Housing, Cllr. John Harbour said " we're ... prepared to take strong action against those [landlords] who don't follow the rules."
