Coventry council is planning to institute an Article 4 direction to restrict residential property conversions that create more houses in multiple occupation. Councillor David Welsh, cabinet member for housing and communities said "... there are areas of the city where we need to control their [HMOs] numbers" and that "Housing developments must meet housing need in the city".

A public consultation is proposed to start in summer 2022.
