In his letter the minister says "I am delighted to say that the snapshot showed that the number of people sleeping rough has fallen to an 8 year low and almost halved since 2017, with a reduction of 49%". He went on to say that numbers had fallen 9% since 2021 and that this reflected the situation across all the regions in England.
