Home Safe appointed delivery partner for North Lincolnshire Council’s selective licensing scheme

North Lincolnshire Council has appointed Home Safe to support the delivery of its new selective licensing scheme, which covers designated areas of Scunthorpe. The scheme, which covers approximately 1,230 privately rented properties across the Crosby & Park and Town Wards, is part of the council’s wider commitment to raising housing standards and protecting tenants in the private rented sector and will run for five years.
To support effective delivery, Home Safe will work with the local authority to provide the digital infrastructure, operational capacity, and inspection capability needed to implement the scheme effectively. This includes a secure online portal for managing licence applications and payments, inspections of every licensed property in the designated area, and real-time dashboards for tracking and reporting compliance throughout the life of the scheme.
By managing day-to-day operations, the partnership will enable the council to focus on enforcement, tenant protection, and strategic oversight. This division of responsibilities strengthens the scheme’s delivery and helps ensure it achieves meaningful, long-term impact.

Home Safe is also providing practical support to help landlords under the scheme understand and meet their legal responsibilities. This includes access to online training, in-person events, and a range of discounts on services that support property maintenance and compliance with safety regulations. These resources are designed to encourage engagement, improve compliance, and reduce the need for reactive enforcement, supporting the council’s long-term aim of safer, better-managed homes.
With applications opening to landlords on 6 October 2025 and inspections set to begin in the new year, Home Safe’s involvement will support a smooth rollout of the scheme and help the council build the foundations for long-term improvements in the private rented sector.
